The following Laws adjusted for the motions of the President of Ukraine were adopted:

1. "On the Regulation of Urban Development." The Law enhances the licensing system in the construction sector, as it cuts down on the number of licensing and coordinative procedures, the period of their adoption  and the documents required; introduces the principles of tacit agreement, a single window system and organizational unity in the licensing system in the construction sector; states that certain types of economic activity can be conducted without licensing documents on the basis of a  declaration of physical infrastructure conformity to the legislative requirements; personifies responsibility of the architectural activity entities; suggests a gradual transition from the licensing of economic activity connected with the construction of architectural objects to the professional attestation of the construction managers; deregulates economic activity by delegating a part of authorities from the state regulation and control bodies to the self-governing organizations.

2. "On Amendments to the Law "On State Regulation of Sugar Production and Sale" (re Declaration of Sugar Residue). The Law supplements the effective law with the concept "declaration of sugar residue" - declaration of the available amount of sugar in the ownership of a business entity. Declaration shall be compulsory for all the business entities irrespective of their property form. According to the parliamentarians, the declaration procedure is defined by the Cabinet of Ministers of Ukraine. Information on the business entities and amount of sugar indicated in the declaration is to be confidential information, business entities being liable for the completeness and reliability of the data submitted.

The following Laws were adopted:

1. "On Ratification of the European Convention on the Adoption of Children (revised)." This Convention applies to the adoption of a child who, at the time when the adopter applies to adopt him or her, has not attained the age of 18, is not and has not been married, is not in and has not entered into a registered partnership and has not reached majority (article 1).

2. "On Amendments to the Law of Ukraine "On Accession of Ukraine to the Protocol on Amendments to the International Convention on Simplification and Harmonization of Customs Procedures." The legislative act presents a new version of the Law "On Accession of Ukraine to the Protocol on Amendments to the International Convention on Simplification and Harmonization of Customs Procedures" of October 5, 2006 no.227-V to harmonize its provisions with the international standards obligatory by Ukraine´s accession to the International Convention on Simplification and Harmonization of Customs Procedures.

3. "On Ratification of the Convention of the International Labour Organization No. 174 of 1993 concerning Prevention of Major Industrial Accidents." The purpose of this Law is the prevention of major accidents involving hazardous substances and the limitation of the consequences of such accidents.

4. "On Ratification of the Convention of the International Labour Organization No. 176 of 1995 concerning Safety and Health in Mines." The Law strengthens protection of the miners from industrial hazards.  This Convention applies to all mines. For the purpose of this Convention, the term mine covers surface or underground sites where the following activities, in particular, take place: exploration for minerals, excluding oil and gas, that involves the mechanical disturbance of the ground; extraction of minerals, excluding oil and gas; preparation, including crushing, grinding, concentration or washing of the extracted material; and all machinery, equipment, appliances, plant, buildings and civil engineering structures used in conjunction with the activities referred to above.

5. "On Ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Croatia on Merchant Shipping." The Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Croatia on Merchant Shipping shall facilitate the development of the bilateral relations between Ukraine and Croatia.

6. "On Ratification of the Agreement between the Cabinet of Minister of Ukraine and the Government of the Federative Republic of Brazil on Air Transport." The legislative act ratifies the Agreement between the Cabinet of Minister of Ukraine and the Government of the Federative Republic of Brazil on Air Transport signed on December 2, 2009 in Kyiv that aims at the development of bilateral relations between Ukraine and Brazil.

7. "On Amendments to several Laws of Ukraine regarding Regulation of Banking." The primary purpose of the bill is to harmonize the state banking registration with the requirements of the specialized legislation in the sphere of state registration of legal entities; to improve the banking supervision and organization of the external banking audit; to strengthen the creditor´s rights protection, etc. The legislative act amends the Laws "On Banks and Banking", "On the National Bank of Ukraine", "On Auditing Activities", "On Financial Services and State Regulation of Financial Services Markets", "On State Registration of Legal Entities and Sole Proprietors", "On Accounting and Financial Data Reporting in Ukraine", "On Protection of Childhood", "On Fundamentals of Social Security of Homeless Adults and Children."

8. "On Amendments to Clause 217 of the Code of Criminal Procedure of Ukraine" (re the Duties of the Investigator). The Law obliges the investigator to serve a duly certified copy of a criminal case record statement on demand of a complainant, a civil claimant, a civil defendant or their representatives.

9. "On Amendments to Clause 9 of the Law "On commissioning the Units of the Armed Forces of Ukraine to Foreign Countries" (re Manning of the Units). Under the Law, conscripted officers and compulsory-duty servicemen are excluded from the categories of the military entitled to hold the offices in the units of the Armed Forces of Ukraine commissioned for peace-making operations in the foreign countries. The bill also replaces the contract on military service in the units commissioned to the foreign countries with a supplement to the basic contract on the military service.

10. "On Accession of Ukraine to the OECD Seed Schemes." The Law regulates Ukraine´s accession to OECD seed schemes.  

11. "On Legal Treatment of Lands of Protective Zones of Objects of Trunk Pipeline." The Law sets the organizational and legal principles of introduction and observance of the legal treatment of lands of protective zones of objects of trunk pipelines to support their continual activity, rational use of land in the protective zones, economic and other activity, environmental protection and ecological safety, protection of the public and economic facilities from the possible accidents.

12. "On Amendments to the Law "On Protection of Flora." The Law amends the effective Law, broadening the principal tasks of state supervision and authority of the subject executive power bodies in the sphere of plants protection, and strengthening responsibility for infringements in this sphere.

13. "On Amendments to the Law "On Grapes and Wine" (re Competence of the Central Executive Authority Body in charge of Agriculture). The Law authorizes the central executive authority body in charge of agriculture to set the list of documents required for wine production, the order of their submittal, ratification and approval (under the applicable law, this authority belongs to the Cabinet of Ministers). The document excludes the phrase "under the order ratified by the Cabinet of Ministers of Ukraine" from part four of clause 15 of the applicable law on the processing or liquidation of falsified wine, vermouth, cognacs of Ukraine and brandy confiscated by the court judgment. 

14. "On Amendments to the Law "On the Proclamation of Amnesty in Ukraine." The Law prohibits amnesty during the inquest, pre-trial stages of proceedings and, if a criminal case undergoes judicial proceedings, but is not examined by the court; extends the register of the convicted not liable to amnesty; alters the procedure of discharging the convicted from the extra punishment.

15. "On Amendments to several Legislative Acts of Ukraine regarding Road Traffic Accidents and Insurance Recovery." The Law simplifies the procedure of registration of road traffic accidents where the insured transport vehicles have been damaged, or there are no injured or dead persons, and enhances the insurance recovery procedure.

16. "On Supplements to Clause 164 of the Code of Ukraine on Administrative Infringements regarding Suspension of Responsibility for Economic Activity by Tacit Consent." The Law amends Clause 164 of the Code of Ukraine on Administrative Infringements, abolishing administrative responsibility for conducting economic activity by tacit consent. This principle presupposes that the economic entity is authorized to perform economic activity or one of its types without a licensing document, provided the economic entity or its authorized representative had submitted an appeal and the required documents, but the license or a denial in its issue had not been issued or forwarded within a legally fixed term.  

17. "On Amendments to several Laws of Ukraine regarding Enhancement of Publishing to the Governmental Order." Under the Law, the governmental order for publishing is formed under the Law "On the Governmental Order for the Priority State Needs", and qualified by the total scope of the publishing output, circulation and cost. The document states that the governmental order covers editions on topical issues of the state formation and history of Ukraine, the matters facilitating development of the culture, education and science, strengthening of the scientific-research and investment capacity of Ukraine, integration of the state into the European and global community, education, etc.

The following resolutions were passed:

1. "On Celebration of the 140th Anniversary of Birth of Lesia Ukrainka (Larysa Petrivna Kosach-Kvitka), Prominent Ukrainian Poetess and Public Figure." Under the Resolution, during the first half of the year 2011, the Cabinet of Ministers shall take action to repair, renew exhibitions and support the work of Lesia Ukrainka literary-memorial museum and the museum of the Kosach family in Novohrad Volynskyi of Zhytomyr region. Zhytomyr regional state administration and Zhytomyr regional council shall submit the respective proposals to the organization committee in charge of celebration of the 140th anniversary of birth of Lesia Ukrainka.

2. "On Commemoration of Liquidators of Chornobyl Disaster on the Occasion of 25th Anniversary of Chornobyl Disaster."

The following resolutions were passed:

- on human resources;

- on appointment of judges.

119 deputy inquiries were read out.

Several bills were adopted as a basis, returned for the repeated scrutiny, rejected or postponed.
